Plan Implementation Requirements

 

l             The plan must be distributed among the supervisors and all security and safety personnel who must be trained on the implementation thereof.

 

l             Coordination with the concerned Civil Defense Department for sending Fire Prevention Inspectors to inspect the educational institute and determining the safety requirements, then provide the required equipment in the light of the prepared technical report and taking urgent steps for maintaining, repairing or replacing the existing equipment ensuring their availability and readiness to monitor sources of danger (sensors, detectors, human elements... etc.).

 

l             Determination of the places which can be used as safe assembly points of suitable area sufficient for accommodating the evacuees and displaying visible signs on such places and appointing an officer for each assembly point and distributing the educational institute floors/buildings on the same.

 

l             Provision of fire alarms in all areas within the educational institute enabling the emission of audible alarm in all floors/buildings suffering from fire or in the building as a whole. It is preferable to use light alarm indicators in additions to the audible alarm in order to help those suffering from hearing deficiencies.

 

l             Provision of internal public address system working simultaneously with the fire alarm system provided the internal public address system must be audible in the toilets and remote areas. Messages must be announced in different languages in accordance with the nationalities of students and staff members of the educational institute.

 

l             Control the risk sources which might cause fire to erupt in the educational institute.

 

l             Appointment of the safety team members from among the educational institute staff members in addition to their duties in accordance with the fields of responsibility (wearing distinctive badges during emergency cases).

 

l             Training the persons assigned to the safety team on the rapid reaction to any incident upon its occurrence.

 

l             Giving clear instructions to all staff members for explaining the duties assigned thereto under the plan.

 

l             Displaying a copy of the plan and the instructions to be followed in case of emergency as well as the educational institute engineering drawings and sketches in a place known to the Civil Defense elements for their use during fire fighting operations.

 

l             Displaying guide signs in visible locations all over the educational institute indicating emergency exits.

 

l             Advising and educating the educational institute students and staff members of:

 

¡        The required behaviour within the educational institute for the achievement of safety elements and curbing wrong actions.

 

¡        How to use the fire fighting equipment (extinguishers, hoses... etc.) and their places.

 

¡        The importance of leaving all staircase doors closed at all times (automatic closure) and ensuring closing all doors behind them upon leaving the building.

 

l             Drills must be carried out periodically for each shift provided such drills shall include the necessary exercises concerning the locations and the use of fire alarm systems and manual extinguishers and other fire prevention and fighting systems.

 

l             All new staff members must be advised of the emergency procedures in case of fire and the old employees must be given refreshment courses at least once a year. This might be carried out in coordination with the Civil Defense.

 

l             Special records shall be maintained for keeping the emergency plan and the documents related to the drills conducted by the staff members.
