(b)  Evacuation

 

(1) Internal Risks

 

Such as an accident occurring within the educational institute - e.g. fire - requiring evacuation of the students.

(a) Following actions are to be taken:

 

ˇ        Confirmation of the risk occurrence.

 

ˇ        Sounding the alarm.

 

ˇ        Using the public address system to notify the educational institute occupants of the occurrence of risk.

 

ˇ        Passing suitable instructions to the educational institute occupants for ensuring their safety.

 

ˇ            Initial handling of the emergency case and attempting to control such emergency using the available means until the Civil Defense teams had arrived.

 

ˇ        Evacuation of the educational institute occupants exposed to the dangers subject to the following:

 

 

·        It must be noted that all persons present on the floor on fire as well as on the upper floors are in eminent danger and must be given priority.

 

(b) Parallel to the above, the official emergency services must be notified (Civil Defense, Police, Ambulance) as soon as the incident begins to ensure their arrival on due time before the incident exacerbates, subject to the following:

 

ˇ        The report given by the educational institute shall include all incident related information (especially in case of presence of handicapped or persons entrapped within the fire location) and the nearest traffic routes leading to the building.

 

ˇ        Assignment of the necessary persons to clear the area surrounding the building from cars and other obstructions and to stand in a position visible to the Civil Defense elements for guiding them to the nearest access to the building (location of fire) and water outlets.

 

(2) External Risks

 

Such as in case of the occurrence of an accident in the area surrounding the educational institute - e.g. leakage of poisonous gas - and orders were issued to evacuate the educational institute from its occupants, the following actions shall be taken:

 

ˇ        Evacuees shall be advised to return immediately to their homes in accordance with the emergency plan and to wait for instructions in newspapers and radio.

 


 

ˇ        Groups shall move under Director’s instructions heading to their dorms under the supervision of prefects calmly and quietly on suitable intervals.

 

ˇ        The Director shall inspect the educational institute to ensure that it is free from any students.
