(a)  Prior Arrangements

 

(1) Evacuation Order

 

The order for the evacuation of one or more of the educational institute building(s) shall be passed by the director in charge/ general supervisor or the field leadership of the official emergency services or the concerned authority as the nature of the emergency case might be and as dictated by the current situation requirements.

 

The teachers shall be responsible for his students in so far as the organization of evacuation is concerned in order to effect such evacuation without causing fear or panic and without pushing or running. Some students may be assigned to help others.

 

(2) Exit Route

 

The following means are considered to be exit routes:

 

·          Windows.

·          Stairs and staircases.

·          Doors.

 

For the avoidance of congestion, it is necessary to allocate some stairs for certain floors of the building and some other staircases to other floors (e.g. even floors to take the eastern staircase while the western staircase is allocated to the odd floors).

 

(3) Provision of Sufficient Lighting

 

Darkness in itself is one of the reasons for panic due to the gloomy mood it creates, and the fatigue it gives rise to especially if a close place congested with individuals became suddenly and abruptly dark.

 

To this purpose each education institute must be provided with emergency lighting to be used in emergency cases permitting at least the following:

 

·          Safe and quick evacuation of the building occupants.

·          Easy access for rescue units.

 

Emergency lighting shall be provided through electrical motors and generators to the educational institute.

 

(4) Determination of Assembly Points

 

The educational institute management shall determine a pre agreed upon place for assembly in which students shall be counted after which the missing persons shall be searched for, if necessary. The assembly point must be far away from dangerous places and must not obstruct the efforts of civil defense elements.
